Rights and obligation

Internet service providers must bear corresponding legal liabilities for their infringements. From the perspective of e-commerce in a narrow sense (that is, online transactions), the subject of the e-commerce legal relationship, that is, the participant of online transactions, refers to the person who participates in online transactions and has rights and obligations in accordance with the provisions of the e-commerce law. Includes online transaction parties and online transaction service providers. Working Principle

As you already know in the definition of the Internet, the Internet is a world-class network that connects many networks. Moreover, the connected network is not a messy manifestation, it is an Internet formed by interconnections between Internet service providers (ISPs) in the backbone network. An ISP is an environment that maintains a continuous connection with the Internet, and provides this environment to the general public. We can achieve an Internet connection by accessing the ISP (while different ISPs provide different access environments).

And it is classified according to whether the ISP is directly connected to the backbone network or indirectly connected to the backbone network through the ISP directly connected to the backbone network. The former is called a Tier 1 provider, while the latter is called a Tier 2 provider (there are also Tier 3 providers).
